1977 vw bus idling problem

1977 vw bus, automatic, fuel injection.
Everything started when I came to USA from Canada. Half way to Outer Banks the bus developed rough idling. The rattling/rough idling was noticeably only when I came to stop or slowed the car very much. On the highway there was no problem, the car pulled up the hill with no problem or any weakness. In order to start the engine I had to press accelerator and hold it and quickly moved to drive selection and start to drive. If I did not do it this way the engine would create rattling vibration and would die. The worse was to reverse, the car always died. In Ocracoke a local guy tried to adjust the idling turning the fuel and air screw, but it was not much help. I check all hoses (ok), I check spark plugs-ok. I noticed that fumes had very strong smell of burning fuel ( I blame the bad idling).
What is the problem?
A guy in USA said the problem is with the fuel which contain 10% ethanol, and also with change of altitude to zero one?
