2001 diesel beetle is sluggish with no power - what is wrong?

there is no power when pressing the accelerator. I am afraid the dealer will rip me off. Please help!

Lewisde,

There are a few things that can cause this. Foremost I like to rule out the fuel filter, I spent 3 hours diagnosing a diesel once because the customer refused the filter. That's all it was. Also, can
you hear the turbo spooling (whining)?
