I have a blue plug on top of my transmission that popped up and is now leaking. How do I fix?

I have a 97 VW GTI with the 2 .0 liter 4 cyl. The blue plug on the top of the transmission has popped up. Why would this happen? Looks like a plug that blows if something is wrong? Can I just put a new plug in or is there a deeper problem?

That isn't ringing any bells for me. There is no pop up plug that I know of. Can you post a picture showing what is going on? Is the transmission still functioning fine?
