Speedometer won't show faster than 45 MPH

The speedometer on my 02 Golf won't go any faster than 45 MPH, once I hit 45 it just stops working and floats right around that mileage. Where is the speed sensor so I can change it?

Probably not the speed sensor, they don't fail often. Is your golf auto or manual transmission?
